Samuel Insker was the son of Samuel Insker (1878) and Mary Goode, and was born in Rowley Regis, Staffordshire, in 1899. In 1901 he was living with his parents at his grandparents house at 52 Oldbury Road in Rowley Regis. In 1911 he was living 52 Oldbury Road and was at school.
