Eliza Bellingall was the daughter of James Bellingall (1831) and Mary and was born in Manchester in 1859. She was christened on 25th December 1859 in Manchester Cathedral. In 1881 she was working as a card room rack frame tenter and was living at 57 Manchester Street. She married James Herbert Riggs in 1884 and, in 1891, was living at 10 Stafford Street in Reddish. In 1901 she was living at 193 Broadstone Road in Reddish. In 1911 she was living at 121 Broadstone Road, Reddish.
